Parkland Health - Business Continuity
& Emergency Response Assessment

Built its first system-wide resilience scorecard, uncover gaps in IT and downtime readiness, and create a phased roadmap to meet Joint Commission standards and strengthen continuity planning.

Parkland Health, a major safety-net hospital system, engaged Stone Risk Consulting to address critical gaps in its fragmented approach to continuity planning. With limited alignment across clinical, IT, vendor, and facilities domains, Parkland's leadership needed a clear, system-wide view of its resilience capabilities to meet regulatory standards and protect patient care during disruptions.

Stone Risk applied its Healthcare Continuity Assurance Model (HCAM) to conduct comprehensive assessments across governance, IT recovery, vendor risk, and infrastructure resilience. The project included in-depth stakeholder interviews spanning clinical and operational leaders, surfacing real-world challenges in downtime preparedness and cross-department coordination.

The engagement produced Parkland’s first enterprise-wide resilience maturity scorecard and a phased 3-year roadmap with prioritized quick wins and long-term strategies. Stone Risk also delivered tailored guidance for service continuity workflows, curtailment decisions, and decentralized contingency planning - ensuring clinical, IT, and operational teams had a shared path forward.

This work enabled Parkland to confidently move toward Joint Commission compliance, improve its readiness posture, and lay the foundation for a sustainable, integrated continuity program across the organization.
